Applicants are invited from highly motivated and well-experienced self-driven citizens of Botswana for the position of Director-Procurement & Project Management in the Ministry of Agriculture. Department of Corporate Services.
Salary Scale: El (P487 752. 00 to P507 480.00 per annum)
Leave: 30 working days per annum

Benefits:
i) For new entrants to the public service, a contract of 24-36 months with gratuity payable at the rate of 30% upon the expiry of contract.
ii) Optional contributory Medical Aid Scheme with Botswana Public Officer Medical Aid Scheme (BPOMAS) (Government pays 50% and the employee 50%). However in the event the applicant has been subscribing to other Medical Aid Schemes besides BPOMAS an option to continue membership with respective Medical Schemes will be allowed. Government undertakes to contribute an amount equivalent to the position that the employee would have been entitled to under BPOMAS.

Qualifications
A Bachelor s Degree in Supply Chain Management. Logistics. Project Management or any other related field.
Must be a chattered member of one of the listed Institutions or a recognized equivalent Intuition; (CIPS) MCIPS. CILT. ISM. NCMA. ERB. ARC or ORSB.

Experience
A minimum of sixteen (16) years relevant work experience of which 2 years have been served at E2 level or equivalent.
Main Purpose of the Job
To provide strategic leadership and guidance on the execution of procurement, facilities management and contract management, as well as asset disposal in a timely and most cost effective manner.

Key Performance Areas
• Provide professional leadership in negotiations with bidders/contractors to facilitate effective delivery of procurement services.
• Liaises with PPADB. MTC. and MFDP. other relevant procurement structures, other ministries departments and oversight bodies as may be necessary for successful delivery of procurement.
• Align and endorse contractor selection to procurement policy and strategy of Government of Botswana and reviews the list of contractors based on their performance
• Develop the procurement & Project management strategy in line with the relevant laws, polices and regulations and facilitates its implementation.
• Manage all procurement and disposal by tender activities of the ministry.
• Oversees the preparation of tender documents
• Coordinates the development & implementation of procurement & project management plans and programmes.
• Formulates procurement plans by coordinating planning activities with the technical and other user departments to timely forecast and consolidate procurement requirements for the entire Ministry.
• Provide professional advice and guidance to the ministry on matters relating to procurement and project management practices for effective procurement of goods works and services and for effective project management.
• Promote awareness of the procurement process and its contribution to service delivery amongst all technical and user departments in a Ministry.
• Monitor and evaluate the performance level of the Procurement unit as well as benchmark with other.

• Supervise and review development and implementation of operational plans and standard operating procedures relating to contract compliance, facilities management and performance management in the Procurement Unit
• Coordinate the preparation of the Procurement Unit budget.
