Job Description

Main Purpose of the Job

The main purpose of the job is to oversee the development, analysis and interpretation of statistical and data outputs by guiding technical teams and ensuring delivery of high-quality statistical inputs that inform policy formulation and decision-making.

Key Responsibilities

• Translate the Bank’s strategy into divisional plans by developing actionable roadmaps and cascading priorities into targets and resource plans, giving divisional teams clear direction for effective execution;
• Monitor progress of divisional strategic initiatives and coordinate cross-divisional activities by reviewing performance data, synchronising dependencies and execution timing; and address misalignments or delays to ensure strategic cohesion;
• Translate divisional budgets into operational cost plans with clear expenditure guidelines, defined financial limits and priorities, driving cost-efficiency through targeted savings initiatives;
• Drive consistent divisional performance against agreed standards by monitoring outputs, diagnosing capability gaps and delivering targeted development to build sustainable capacity and operational reliability;
• Engage key stakeholders through regular communication and/or coordination forums, aligning divisional plans and activities to stakeholder expectations;
• Manage the collection, review and consolidation of compliance, governance and health and safety data by coordinating divisional reporting to ensure accuracy and timeliness;
• Implement board and committee policy directives by translating strategic requirements into divisional procedures; and monitor adherence through risk-based reviews to promptly address issues and promote accountability, safe practices and evidence regulatory compliance;
• Translate change strategy into divisional execution plans with clear workstreams, milestones and accountabilities, coordinating resources and schedules to deliver on time;
• Oversee preparation of statistical briefs and analytical outputs across the department to ensure alignment with policy requirements;
• Review and validate statistical and research outputs before submission to senior leadership to ensure accuracy and relevance;
• Translate statistical findings into meaningful insights for policy formulation and decision-making;
• Guide development of data analytics and statistical methodologies across functional units to enhance analytical capability;
• Oversee emerging areas such as data intelligence and big data analytics to align with evolving data trends;
• Provide technical direction to teams on statistical interpretation, modelling and analytical approaches;
• Engage with local and international stakeholders including government bodies, regulators and international institutions to align on statistical standards;
• Participate in committees and working groups to contribute to national statistical strategy and coordination;
• Review departmental outputs against prescribed statistical standards and international best practices, maintaining quality, consistency and methodological compliance; and
• Undertake such other functions as directed by the Director/ Senior Management.

Requirements

A Master’s degree in Statistics, Economics, Mathematics, Data Science/Analytics or related field plus eight to ten years’ experience in statistics, economics, data analysis or related fields. Including experience in leading analytical or statistical functions, three years of which should have been at management level. OR a Bachelor’s degree in Statistics, Economics, Mathematics, Data Science/Analytics or related field plus eight to ten years’ experience in statistics, economics, data analysis or related fields. Including experience in leading analytical or statistical functions, 3 years of which should have been at management level.

Competencies

The most suitable candidate is expected to have the following technical skills and behavioural competencies: Data management and analytics (including big data); economic and policy analysis; statistical analysis and economic interpretation; survey design and statistical data collection methods; policy development; people management. The candidate must also possess analytical judgement; continuous learning and adaptability; leadership and guidance and strategic thinking.
