SYSTEMS DEVELOPER/ADMINISTRATOR, D2 SCALE (PEPFAR PROJECT)-
Twelve (12) months contract renewable by mutual consent

Background Information

National AIDS and Health Promotion Agency (NAHPA) seeks to recruit for the position of a Systems Developer/Administrator who will be seconded and based at the Ministry of Health (MOH) in the Department of Health Services Monitoring Evaluation and Quality Assurance (HSMEQA). under Health Informatics Unit. The post requires a critical thinker with strong problem-solving and systems development skills. The System Developer/ Administrator will support NAHPA and MOH to manage and coordinate all data-related activities. The incumbent is to maintain the existing software system by conducting system analysis, configuration management, and developing improvements for National DREAMS Database (NDDB) performance.

Qualification:

Minimum of a Bachelor’s Degree in Computer Science. Computer Engineering. Information Systems or related field. A Master’s Degree or higher in Computer Science. Computer Engineering. Information Systems or related fields will be an added advantage
Work Experience: Minimum of 10 years of demonstrated work experience with the District Health Information System (DHIS2). Should have developed and maintained 5 databases Knowledge of the software development life cycle and experience working with system development
Salary: D2 (P3O5, 664 – 337. 068)
Benefits: Gratuity at 30% of basic and 30 leave days per year.

Primary Responsibilities for this Position:

The System Developer/Administrator serves as the primary point of contact for all DREAMS data-related issues. Key Functions include the following:

I) Server maintenance
o Server administration and management
o Server optimization configurations and troubleshooting

II) DHIS2 application support & Maintenance
o Front-end management
o Liaise with program teams for proper and precise requirements gathering to produce SOUR documents
o Developing required applications and program dashboards

III) Back-end maintenance
o Adopt common best practice software development processes in line with MoH development teams
o Creating SQL scripts for the needed reports, clients line lists, and dashboards
o Developing of customized Apps to enhance DHIS2 features and functionality

iii) NDDB system user support and Capacity Building
o Ensure that NDDB is effectively designed and user-friendly to comprehensively capture and track the progress updates and performances, data analysis with high quality in timely, accurate, consistent, and reliable ways.
o Align NDDB to DREAMS reporting tools. MER guidance and other project documents.
o Setting up a user help desk and manning it to help users when they are facing problems with uploading data into the system

iv) Systems Interoperability
o Creating system layers to allow data exchange between NDDBs and other systems such as IP systems and another existing systems at MOH such as the National data warehouse and EMRs.
