Main purpose of the position

To plan, organise and control the procurement of inventory and stores of the Corporation to ensure that user departments are timely and adequately supplied with materials in a cost-efficient manner.

Job Responsibilities

 

  • Develops strategies and targets for the management of Corporate Inventory levels in order to meet the Corporate Objectives.
  • Provides Management with performance indicators for planning purposes and assess the Department’s effectiveness and contribution to the Corporation’s Objectives.
  • Provides specialist advice during evaluation of highly specialised and complex tenders.
  • Periodically reports on critical items for presentation to the HOD’s /Engineers operational meeting and reports on the operation of stores for management information.
  • Develop appropriate procurement strategies for the corporation.
  • Provides technical advice and secretarial services to Management tender committee (MTC) as well as an adjudication control service for both MTC and Board Tender Committee.
  • Manages a portfolio of suppliers to ensure delivery at required levels of service.
  • Reviews and establishes and sets re-order parameters to optimise the stock levels in the Corporation.
  • Reviews material price movement, investigates and recommends corrections/ adjustments so that accurate material prices are maintained.
  • Reviews and recommends appropriate stock replenishment policy on the basis of consumption trends.
  • Identifies high value materials and negotiates long term supply contracts in order to ensure optimal purchasing of the Corporation’s strategic materials and services.
  • Identifies and implements computerised materials management systems in order to provide an effective and efficient procurement and accounting service for the Corporation.
  • Monitors the activities of warehousing and inventory planning inorder to provide efficient customer service to user departments.
  • Recommends the stock location system, plans and executes the location (layout) of materials in the warehouse.
  • Monitors required outcomes for a variety of portfolio of procurement programs.
  • Monitors and tracks statutory trends and developments in the power industry inorder to develop the appropriate procurement strategies for the Corporation.
  • Manages and delivers required outcomes for a portfolio of projects while reporting to senior colleagues.
  • Highlights shortcomings and suggests improvements in current compliance processes, systems and procedures within assigned unit and/or discipline.
  • Takes responsibility for delivering a prescribed budget for own area of the organization and/or conducts complex analyses on budget progress in other areas while working within established systems.
  • Monitors relationships with contract service providers and works within an established contract management plan.
  • Develops and/or delivers a plan for significant aspects of the financial management and/or control process.
  • Develops procedures for area of expertise with guidance from senior colleagues, then monitors implementation of those procedures within the organization.
  • Develops and provides corporate supply policies, procedures and tender regulations to ensure the integrity of the corporate supply process.
  • Takes responsibility for implement a team’s performance management systems with guidance from senior colleagues.
  • Operates in accordance with policies and rules, while performing routine safety checks on own equipment and workspace.

Qualifications

  • A recognized University Degree in Materials Management/ Supply Chain Management or equivalent.
  • CIPS Membership will be an added advantage.

Experience

  • At least eight (8) years post qualification, of which five (5) years should have been at management level in the materials function in a medium to large organisation.
