Supplier Development Manager-CEE

Purpose of the Role
The Supplier Development Manager is responsible for identifying value creating opportunities across our four (4) Operations, developing and executing a Supply Chain strategy consistent with our culture, business objectives, continuous improvement and cost management/efficiency improvement efforts, Managing a dynamic team of Project Coordinators such as Site CEEP Leads and Project Managers as deployed across the Citizen Economic Empowerment Programme project execution matrix. The incumbent will be accountable to delivering the CEEP Strategy key Supplier Development Deliverables by ensuring development of Citizen Suppliers in the Manufacturing and Mining sectors. This should be achieved in collaboration with the CEEP Program Manager, Budget Holders, Supply Chain Management staff and other external Stakeholders.
Key Job Responsibilities
- Responsible for developing supplier development program and framework to achieve a conducive business enabling environment for citizen participation in the Debswana supply chain
- Develops and implements strategies for empowerment and citizen economic empowerment imperatives of the supplier base whilst driving Company demand aggregation.
- Develop and Implement governance tools which will assist in implementation and application of the Company’s Citizen Economic Empowerment Policy
- Develop and implement systems to monitor implementation of interventions thereof and align SMME performance to supply chain standards of measurements
- Know and understand the Organisation’s strategic direction and align Supplier Development Initiatives with the Organisation’s strategic direction.
- Regular interface with both Executive Leadership and Operational Management to drive engagement and adoption of processes and programs to support commitment to continuous improvement, cost reduction ad Citizen Economic Empowerment.
- Responsible for developing a vertical business integration model between Debswana and its suppliers including manufacturers with meaningful CEEP participation therein.
- Manages Company/Supplier relationships to assist citizen owned vendors in securing supply business
- Conduct feasibility studies to determine the commercial viability of business opportunities for Suppliers and value add for the Company
- Monitor and advise on extent of exposure that the SMME initiative receives internally and externally
- Coordinate relationships with external implementation partners with the view to consolidate efforts on Industry Development and Diversification.
- Accountable for implementation of procurement strategies aligned to employment creation through supplier development
- Implementation of citizen ownership strategies with clear implementation plan on achieving set strategic targets on citizen spend
- Measure and report on achievement of short, medium and long-term sustainable objectives.
- Identifies and develops citizen-owned enterprises and provides advisory and support services
- Facilitate Citizen Supplier compliance to all the Fatal Control Risk Standards and the Site rules and Regulations with overall Monitoring and Evaluation of Supplier ECOHS initiatives through the Contract Life-cycle.
- Develop Citizen suppliers’ capabilities to establish a management system for continuous Supplier Relationship performance improvement
- Identify training needs for potential SMME suppliers and Scheduling supplier assessments and ensuring that suppliers have been fairly assessed in terms of their CEE profile matrix
Other Job Responsibilities
- Recommends and incorporates cost saving initiatives into budgets and controls expenditure within approved budgets
- Manages and controls allocated funds and operates within approved parameters
- Develops and review short/medium term maintenance works and projects required in the section
- Coordinates and manages the implementation of and compliance to legal and corporate governance principles and requirements.
- Implements knowledge management principles through application of tools and methodologies to continuously improve and sustain business performance
- Establishes and maintains effective relationships with all key stakeholders and partners to ensure achievement of business objectives
- Adheres to all safety health and environmental policies and procedures in areas of responsibility
Education
- Bachelors Degree in Social Sciences or Engineering or Equivalent
Experience
8 Years’ post qualification experience with Experience in Procurement and Contract Management and a traceable track record of driving Citizen Economic Empowerment in the procurement space.
• Knowledge of applicable national and international regulatory requirements
• Contract Management and/or Risk Management is an added advantage
