Job Description

ORGANISATIONAL RELATIONSHIP

Reports directly to the Director, Strategic Planning and Risk Management Department and indirectly to the Deputy Governor.

LIASES WITH

Heads and Deputy Heads of Departments/Division, Managers, General Staff, Planning Forum/Senior Leadership Forum (SLF), Finance and Budget Committee, other Management Committees, Public Procurement Regulatory Authority, Ministry of Finance, financial institutions, other central banks and relevant regional and international institutions.

JOB REQUIREMENTS

Master’s degree in Accounting, Commerce, Economics, Business Administration, Finance, Business Information Systems, full membership of an internationally recognised institute of professional accountants (ACCA, CIMA, ACA, CPA) or related discipline and at least eight (8) years relevant post qualification experience.

OR

Bachelor’s degree in Accounting, Commerce, Economics, Business Administration, Finance, Business Information Systems or related discipline plus at least ten (10) years relevant post qualification experience.

 

MAIN PURPOSE OF THE JOB

To drive the formulation and execution of the Bank’s Medium-Term Plan (MTP), Procurement Plan and Business Process Improvement initiatives, perform relevant macroeconomic research and environmental scans to inform the plans, and adoption and implementation of relevant legislature and international best practice.

KEY RESULT AREAS

  1. Establishment of a methodology for translating the Bank’s Strategy into strategic initiatives, key performance indicators and targets to be met for effective execution
  2. Establishment of an effective and efficient management information system for the communication of the Bank’s Strategy to all staff, monitoring its implementation and reporting to key stakeholders such as the Planning Forum and Board.
  3. Provision of advisory services to Departments/Division for the identification of opportunities for business process improvements.
  4. Collaboration with the Finance Department to ensure that initiatives/projects for the year are budgeted for.
  5. Execution of the Bank’s Annual Procurement Plan in accordance with the Procurement Act of 2021.
  6. Effective Management of Divisional budget.
  7. Effective strategic leadership, and performance management of the Division

DUTIES AND RESPONSIBILITIES

  1. Develops a framework for creating, communicating, executing and sustaining the strategic initiatives of the Bank
  2. Prepares and disseminates the annual planning schedules and ensures adherence by Departments and Divisions.
  3. Conducts macroeconomic research and environmental scans to identify trends for consideration in the annual reviews of the Bank’s MTP.
  4. Conducts planning workshops with Departments/Division to ensure their meaningful involvement in developing, delivering, and reviewing the Bank’s Strategy, plans, and performance.
  5. Consolidates Departmental/Divisional environmental scans and suggests priority initiatives for the Bank’s Strategy.
  6. Collaborates with the Chief Risk Officer to ensure the integration of strategic planning with strategic risk assessments.
  7. Collaborates with the Information and Communications Technology and Human Resources Departments to ensure that the MTP includes ICT projects as prioritised by the ICT Steering Committee and Manpower Plans, respectively.
  8. Ensures that staff understand the Bank’s MTP and how it relates to their work, by planning and delivering internal communication activities.
  9. Ensures suitable metrics and key performance indicators are in place to measure performance and progress.
  10. Collaborates with the Finance Department to ensure that approved initiatives/projects for the year are adequately resourced.
  11.  Collaborates with Property Management, Procurement and Projects Division (PMPPD) for execution and monitoring of the MTP projects.
  12. Provides regular reports to Senior Management/Planning Forum and the Board on progress towards strategic objectives and key performance indicators.
  13. Provides consultancy services to Departments/Division for the identification of process improvement initiatives.
  14. Collaborates with PMPPD for the development of the Bank’s annual Procurement Plan.
  15. Ensures the development of processes and procedures for the oversight of the implementation of the Procurement Plan, ensuring compliance with the Public Procurement Act 2021, Regulations, and procurement best practices.
  16. ​Ensures that the procurement oversight functions are carried out independently and out of influence by other stakeholders.
  17. Ensures the development of guidelines, procurement policies and manuals, tools and processes compliant to the Public Procurement Act.
  18. Leads the development of strategies, risk management and cost saving strategies for Bank procurement.
  19. Directs and leads principles of procurement.
  20. Ensures liaison with Government Ministries and Public Procurement Regulatory Authority for reporting and compliance issues.
  21. Coordinates and ensures timely and accurate preparation of monthly, quarterly, and bi-annual reports to facilitate achievement of the Bank’s mandates.
  22. Leads the development of the Divisional annual Work Programme and Work Plan towards the Departmental Work Programme consolidation.
  23. Leads the development of the Divisional annual budget towards the Departmental annual budget consolidation.
  24. Reviews the Divisional Schemes of Service and develops Divisional Manpower Budgets as necessary.
  25. Leads the development and review of the Divisional Risk Register/Risk Mitigation Action Plans to contain identified risks.
  26. Coordinates documentation of the Division’s Procedures and Operating Manual and ensures implementation.
  27. Provides Secretarial services to committees and Taskforces and presides over relevant committees as may be delegated by the Head of Department and/or Deputy Governor.
  28. Designs and implements staff development and training programmes to meet the Department’s professional and technical requirements.
  29. Evaluates and monitors staff performance, recommends training, promotion and performance-based salary reviews, and advises the Director on the Department’s staffing requirements.
  30. Disciplines staffing accordance with the laid down procedures and General Conditions of Services.
  31. Co-signs as Panel A signatory.
  32. Undertakes such other related duties as directed by the Director and/or Deputy Governor.
