Main purpose of the position

To lead and manage Supply Chain end to end sourcing operations as well as build and maintain strong working relationships with stakeholders, by analysing and improving the Departments procurement spending, supplier partnerships and alliances.

Job Responsibilities

  • Develops and implement administrative procedures to ensure compliance to procurement processes.
  • Provides guidance in processing procurement documents using established procedures and tests new procedures to see if they might represent improvements over existing methods.
  • Provides guidance to departments in the development of ITT documents
  • Reviews & submits the ITT documents to the Departmental Procurement & Tender Committee
  • Sends the ITT documents to ICT for floating/advertising.
  • Attends to queries from prospective bidders & provide clarity on the same.
  • Coordinates evaluation of tenders & provides advice where needed.
  • Provides secretarial services & advisory role by preparing Bid Evaluation Committee & Departmental Procurement & Tender Committee reports & minutes.
  • Facilitates submission of tender papers & minutes to the relevant approval structures
  • Prepares Departmental Procurement & Tender Committee pack for adjudication & provides advice during the process.
  • Prepares notification of award letters to bidders (both successful & unsuccessful bidders)
  • Facilitates debriefing session & address complaints/appeals
  • Files & manages tender documents in line with established data management systems and procedures.
  • Monitors a portfolio of suppliers to ensure that they are delivering required levels of service to fulfil the organization’s overall supplier management strategy.
  • Facilitates maintenance of supplier database to ensure all data are updated.
  • Implements assigned project milestones (small-scale or medium-scale projects) by working within an established program management plan.
  • Provides support & advice on the assigned projects, e.g., materials availability.
  • Tracks assigned projects to ensure successful completion
  • Highlights shortcomings and suggests improvements in current processes, systems, and procedures within assigned unit and/or discipline.
  • Benchmarks best practices & recommends changes where necessary.
  • Negotiates & develops service level agreements while planning, coordinating and supervising activities related to major contracts.
  • Facilitate renewals, terminations & extensions for supplier contracts six months before the contract closure.
  • Monitors performance & compliance to the terms of conditions of the contract.
  • Manages disputes between suppliers & the business during contract execution.
  • Identifies & recommends potential contract improvement opportunities.

  • Processes and responds to a broad range of questions/queries from customers & stakeholders.
  • Attends to changes in supplier contracts & takes appropriate action.
  • Conducts site visits for supplier assessments/appraisals
  • Participate in the development of policies & procedures within the area of expertise.
  • Implements SHE prescribed initiatives by using the organization’s Safety, Health and Environment systems and protocols.

Qualifications

  • A recognised University Degree in Supply Chain Management or Equivalent.

Experience

  • At least five (5) years post qualification experience in the field of sourcing and materials management.
  • Should have at least two (2) years’ experience of planning and managing resources to deliver predetermined objectives as specified by senior managers.
