Job Description

Main Purpose of the Job

Responsible for identifying, assessing, and mitigating actual and potential financial crime risks, including fraud, money laundering, terrorist financing, corruption, and other illicit financial activities. The Financial Crimes Manager leads and oversees financial crime investigations to establish the nature, extent, and impact of suspected financial misconduct and, where necessary, coordinates with relevant internal stakeholders and regulatory or law enforcement authorities to ensure appropriate action and resolution.

Key Responsibilities

  • Develop and implement the Bank’s Financial Crime Risk Management Framework.
  • Establish financial crime strategy, policies, standards, procedures, and operating guidelines.
  • Ensure alignment of financial crime controls with the Enterprise Risk Management Framework and Risk Appetite Framework.
  • Oversee the Bank’s Anti-Money Laundering, Counter Financing of Terrorism, and Counter-Proliferation Financing programmes.
  • Ensure compliance with the Financial Intelligence Act, Banking Act, FATF Recommendations, and other applicable regulatory requirements.
  • Ensure periodic AML/CFT/CPF risk assessments are conducted and mitigation actions implemented.
  • Oversee all financial crime investigations, monitoring activities, sanctions screening, and case management processes.
  • Ensure appropriate allocation of investigations and monitoring activities across the Financial Crimes team.
  • Oversee the effectiveness of transaction monitoring and sanctions screening systems.
  • Direct and oversee complex financial crime investigations.
  • Oversee preparation and submission of STRs, sanctions reports, fraud reports, and regulatory returns.
  • Coordinate investigations involving regulators, law enforcement agencies, and external stakeholders.
  • Conduct and oversee enterprise-wide fraud risk assessments.
  • Review fraud incidents and ensure implementation of corrective actions.
  • Act as the primary liaison with the Financial Intelligence Agency, Bank of Botswana, law enforcement agencies, and other regulatory bodies.
  • Ensure ongoing compliance with all financial crime-related regulatory requirements.
  • Assess the effectiveness of financial crime controls and recommend improvements.
  • Oversee financial crime risk assessments, fraud risk assessments, and AML/CFT/CPF risk assessments.
  • Monitor financial crime Key Risk Indicators and Risk Appetite metrics.
  • Build effective relationships with regulators, law enforcement agencies, industry bodies, and external service providers.
  • Liaise with Operations, Credit, Legal, Internal Audit, Risk, Compliance, Human Capital, and Information Technology departments.
  • Oversee development and delivery of AML/CFT/CPF and fraud awareness training programmes.

Requirements

  • Bachelor’s degree in risk management, Criminology, Law, Finance, Banking, Accounting, Business Administration, or a related field.
  • Master’s Degree in a relevant discipline will be an added advantage.
  • The following certifications will be an added advantage: Certified Anti-Money Laundering Specialist (ACAMS), Certified Fraud Examiner (CFE), Certified Financial Crime Specialist (CFCS), ICA Diploma in AML, PRMIA Financial Crime Certification.
  • Minimum of 8-10 years’ experience in AML/CFT, Compliance, Financial Crime, Fraud Risk Management, Internal Audit, Risk Management, or related fields.
  • Minimum of 3-5 years in a management or leadership role.
  • Proven experience engaging regulators and law enforcement agencies.
  • Experience in financial crime investigations, regulatory reporting, fraud management, and financial crime risk frameworks.
  • Banking or financial services industry experience is essential.
