Job Description

To serve as a Social Safeguard Specialist tenable at the Department of Corporate Services, Ministry Headquarters. The Ministry of Health exists to promote and provide integrated, holistic and sustainable preventative, curative, rehabilitative quality health service to the nation.

Key Responsibilities

  • 1. As relevant, work with PPT Environmental and safety Officers to undertake E&S assessments and develop relevant instruments, in line with the World Bank’s ESF, for key proposed project investments, including construction and renovation works.
  • 2. Support ensuring these instruments are included, where necessary, in bidding documents and terms of reference for training.
  • 3. Work with Environmental Safeguards TA and PPT to prepare a Project Brief to determine the E&S instruments that are needed for the construction of a lab.
  • 4. Provide up-to-date strategic and technical advice to strengthen the capacity of the PIU and implementing entities on social safeguards.
  • 5. Strengthen existing Grievance Redress Mechanism and guide implementation within existing structures.
  • 6. Maintain grievance log by documenting all grievance and inquiries received from stakeholders.
  • 7. Support monitoring and evaluation of safeguards compliance during project implementation and report safeguards-related risks and mitigation measures undertaken as part of project quarterly reports.
  • 8. Perform other social safeguards related duties for the project as may be requested by the PC.
  • 9. As needed, update HEPRR’s Stakeholder Engagement Plan throughout project implementation.
  • 10. Liaise with World Bank’s environmental and social team as needed and provide necessary information as part of regular project reports.

Requirements

  • Citizenship: Must be a suitably qualified citizen of Botswana.
  • Education: Bachelor’s degree in Social Sciences, Sociology, Anthropology, Developmental Studies, Environmental Studies, Law or a related field. Master’s degree in one of the above fields will be an added advantage.
  • Experience: Minimum of five (5) to seven (7) years relevant professional experience. Experience with World Bank or other donor-funded projects.
  • Expert in WB ESF, IFC, and national E&S laws.
  • Proficient in SIAs, ESMPs, and Stakeholder Engagement Plans.
  • Skilled in drafting TORs, manuals, and compliance reporting.
  • Experienced in GRMs, consultations, and SEA/SH risk assessment.
  • Multidisciplinary coordination; bilingual (English/Setswana).

Salary

D2 (P337, 008 – P371, 628 per annum)
