Job Description
Applications are invited from suitably qualified citizens of Botswana for the above position in the Ministry of Health, tenable at the Department of Corporate Services, Ministry Headquarters.
Key Responsibilities
- 1. Work closely with the PPT Procurement Officer to contribute to the development of the Project Procurement Strategy for Development (PPSD) and the Project Procurement Manual, and support preparation of bidding and other procurement documents in line with the PPSD.
- 2. Prepare an implementation and monitoring plan for procurement activities based on the approved Procurement Plan and agreed performance and compliance monitoring indicators.
- 3. Provide procurement guidance to the Project Manager and implementing entities in preparation of draft Terms of Reference and Technical Specifications.
- 4. Prepare templates for project bidding documents and Requests for Proposals for Goods and Consulting Services, including qualification requirements, evaluation criteria, warranties, payment terms, and purchase orders.
- 5. Prepare templates for General Procurement Notices, Specific Procurement Notices, Requests for Expressions of Interest, and Contract Award Notifications for publication in national newspapers and the World Bank’s external website.
- 6. Prepare templates for monthly, quarterly, and annual procurement reports and share these with the PIU.
- 7. Develop a project asset registry template and related documentation for asset disposal in accordance with Government of Botswana guidelines.
- 8. Support procurement activities in line with World Bank procurement policies and procedures.
- 9. Support evaluation committees during receipt and opening of bids/proposals, evaluation processes, preparation of shortlists, post-qualification of bidders, negotiations, and preparation of final evaluation reports and contracts for submission to the Project Coordinator, MoH, and the World Bank for clearance/no objection.
- 10. Prepare contracts and actively support contract management.
- 11. Maintain an efficient, effective, and systematic procurement filing system, ensuring accurate tracking and easy access to documentation.
- 12. Provide procurement support to implementing entities for project implementation, performance evaluations, and compliance monitoring.
- 13. Provide necessary support to internal and external auditors during procurement audits.
- 14. Undertake any other related duties as required to meet the exigencies of the Service, if any such tasks and duties do not result in conflict of interest.
Requirements
- Degree in Procurement or Supply Chain Management, CIPS Level 6, CPM, CPIM or equivalent.
- Master’s degree in Procurement, Supply Chain Management, Business Administration, or a related field will be an added advantage.
- Minimum of five (5) to seven (7) years relevant professional experience /World Bank-funded or other donor-funded project/supporting at least two projects through successful delivery as a procurement expert or officer.

Salary
D2 (P337, 008 – P371, 628 per annum)
