Purpose of the Role

To develop an integrated water management program ensuring that all water aspects, permits and engineering and inter relationships of water infrastructure components of SIB, Capital, P101 projects are adequately prioritized, scheduled in a fully integrated water program for Jwaneng Mine and focussing on the Jwaneng Underground Project (JUP).

Key Job Responsibilities

  • Interprets financial needs for water resource management to ensure the availability of adequate financial resources to meet business objectives.
  • Consolidates CAPEX and OPEX requirements, develops and manages budgets, forecasts and expenditures for water resource management.
  • Develops a program portfolio of all water impactful projects site-wide inclusive of Capital, SIB, P101 and operations across Mining, Processing, Engineering and MRF in close collaboration with the Project Director, Project Managers etc
  • Assesses each project on its merits both as a stand-alone project and within the context of the program to understand the need for project modification or elimination.
  • Identifies, scopes, specific roles, responsibilities, budgets, and timelines of each water component and associated enabling water infrastructure projects, for direct oversight to ensure that capital projects remain on schedule.
  • Coordinates, drives, and ensures implementation of all water related initiatives to ensure attainment of Sustainability strategy imperatives of water conservation, efficiency, pollution management and water stewardship.
  • Establishes the management of Integrated Water Resource Management (IWRM) programmes aligned to the Sustainable Development goal and the National Water Master plan.
  • Coordinates the implementation of water efficiency initiatives across operations.
  • Manages water programs aligned with reduction of mine closure and post closure liabilities
  • Provides robust project timelines that include ALL aspects of the project development: permitting, regulatory compliance, IA reviews/stage gates, project funding milestones, design, construction, commissioning, and operation.
  • Establishes project specific metrics: scope, schedule, budget – inclusive of regulatory and permitting timelines. Metrics should highlight project status and indicate projects at risk so that mitigative measures can be defined and taken in a timely manner.
  • Reports to Project Director, Lead Water Management, BU Water Management and Competent Person at the operation on Program requirements and interventions
  • Acts as primary conduit between Project Managers and other stakeholders to constantly revise and communicate the context of projects to be delivered.
  • Facilitate the integration of water infrastructure program design and execution partners (multinational companies) and blend into strong partnerships.
  • Analyses project delivery trends and implementing actions to ensure optimal process and performance standards and effectively apply knowledge management with regards to previous lessons learned
  • Leads the analysis and identification of opportunities to enable step changes in value realisation by creating novel management and technical pathways for the integration and/or adaptation of execution cycle time activities.
  • Contributes to and lead aspects of the analysis and assessment of EPCMs, suppliers and intermediaries for the potential development of strategic commercial partnerships and develop profiles on each upon which to monitor their performance on projects.
  • Ensures compliance with Debswana Water Management and MRF Standards, SMP water and other operational water targets.
  • Acts as a key point of contact in the technical areas of: hydrology, hydrogeology, climatic studies, water resources assessment, water security, water balances (operational and catchment) to operational water management for Debswana.
  • Drives water digital transformation initiatives for real-time, integrated, online water information management systems.
  • Drives continual improvement through best practice identification.
  • Actively applies expert knowledge and thought leadership to challenge paradigms and lead individual water project teams in the application of conventional and novel methodologies in exploring design, permitting and constructability options.
  • Conducts optimisation exercises in the study stages, incorporating an appreciation of factors such as cost-benefit relationships, permitting and regulatory compliance, budgets, approval phases and timelines, key technical drivers, and capital designed.
  • Actively engage all relevant stakeholders at operations (Competent Person for Water Management & MRF, Environmental), Debswana, Water and MRF Management
  • Actively collaborates and integrates with design engineering, technical and project planning teams to shape the constructability profile of projects by introducing industry best practice and leading approaches to project design and execution.
  • Catchment management to ensure a cordial relation with surrounding communities (support Social Performance)
  • Develops, maintains, and advances partnerships with local governments, regulatory entities, academic institutions, Water Managers, the private sector, in furtherance of water resources initiatives, studies, and projects.
  • Advocates for local, regional and national policy review, adoption through appropriate fora to advance overall improvement of water management.
  • Collaborates on cross cutting performance areas across sustainability goals to optimize integrated thinking and delivery.
  • Ensures Social Performance objectives are addressed within the overall program.
  • Contribute to building relationships with key stakeholders relevant to the discipline on a Business Unit level, ensuring engagements are consistent with Business Unit and Group sustainability initiatives and standards.
  • Identifies, contributes, and supports water supply and other SLP initiatives to our host communities and municipalities
  • Provides projects support to the Water Manager with scope definition, consultant selection and water reviews according to the IDM model for all water projects.
  • Supports scoping and review of all SIB water projects.
  • Completes reviews and provide technical input into studies related to storm water management, water diversion, water resources management, water balance computer simulation to ensure long-term water security, and optimised water recycling and re-use.
  • Provides technical support to development of site wide and regional water balances, water security and water resources management.
  • Conducts peer-reviews and evaluate the quality of studies related to precipitation and climatic events, weather stations, monitoring equipment for precipitation & surface water measurements, results, calculation of extreme rainfall.
  • Works with the peers in Anglo American to compile and disseminate best practice guidelines through training programs at Group level on surface water management, water balances, storm water and discharge management, water resource assessment.
  • Develops succinct fit for purpose documentation to escalate water risks to Debswana Management.
  • Provides appropriate project support to other functions as needed and ensure health of water management discipline.
  • Implements Governance framework around the Water Management Standard in Debswana.
  • Undertakes reviews and audits and participates in technical assurance tasks related to water resources assessment, water security, storm water and discharge water volumes.
  • Develop and maintain a Project Execution Control framework to facilitate world class delivery of capital projects. The framework should focus on a universally applicable approach to influence and align design and study phases
  • Develops the policies, processes and systems which apply to your work and operate within these requirements.
  • Identifies any issues around these that interfere with your ability to complete work or meet the plan.
  • Escalates issues to seek action and / or look for alternative solutions.
  • Ensure all regulatory compliance requirements are being assessed and met through the program
  • Demonstrates appropriate behavior in line with health and safety standards and with the Debswana values
  • Consistently apply SHE principles in all team interactions and take personal responsibility for safety of self and others to ensure zero harm and elimination of fatalities.
  • Participates in relevant SHE audits, inspections and observations, and address issues as part of demonstrating safety leadership
  • Manages and monitor adherence of project teams to organizational Safety goals and objectives
  • Ensures adherence of project teams to environmental management programme and objectives are implemented according to statutory legislation and the strategic management plan
  • Incorporates the Sustainable Mine Plan water metrics, the AAP Water Strategy, reduction of water wastage and considerations for reduced potable water off-take in each project

Education

  • Relevant Engineering Degree in Civil Engineering/Hydrology/Water Engineering or equivalent

Experience

Minimum of 10 years’ experience in the mining industry
