Background

The SADC/GIZ project Climate Resilience and Natural Resource Management (C-NRM) started in 01/01/2021. It is funded by the German Ministry for Economic Development and Cooperation and implemented by Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH in cooperation with the Southern African Development Community (SADC) Secretariat. The workstation is Gaborone, Botswana.

C-NRM works in four areas of work: (i) Policy advice and support to the Food, Agriculture and Natural Resources (FANR) Directorate of the SADC Secretariat, (ii) development and dissemination of knowledge in the areas of climate-smart agriculture, natural resource management, tourism and climate change, (iii) implementation of good practices in cooperation with rural communities in TFCAs through cross-border demonstration projects and (iv) support to the tourism sector in TFCAs. In cooperation with the sister project Partnership against Wildlife Crime in Africa and Asia, the implementation of the SADC Law Enforcement and Antipoaching Strategy is supported. Responsibilities:

For our C-NRM team, we seek a regional or national technical advisor Band IV who will take over the following tasks and other tasks as required

  • Support the SADC Food Agriculture and Natural Resources (FANR) Directorate in the SADC Secretariat with implementation of the SADC Transfrontier Conservation Area (TFCA) Programme and related policies
  • Coordinate the implementation of TFCA-related studies
  • Facilitate the cooperation and networking with the SADC TFCA Focal Points and other multi-disciplinary stakeholders
  • Support the preparation of SADC statutory meetings
  • Support and facilitate the SADC TFCA Network and the related WhatsApp group
  • Organise and coordinate capacity building measures and trainings
  • Support the organisation of FANR events and facilitate their implementation
  • Contract Management: Prepares tenders/calls and manages consulting contracts and financing agreements/grants with private, public and civil society partners
  • Disseminates knowledge products and information through websites and social media channels

With regard to the implementation of the SADC Law Enforcement and Antipoaching Strategy the advisor will take care of the following tasks:

  • Liaises closely with the responsible officers and stakeholders in relation thereto
  • Supports preparation and participation in relevant meetings with SADC Member States

These activities are implemented in close cooperation and under guidance of the project Partnership against Wildlife crime in Africa and Asia based at GIZ Head Office in Germany.

As Regional Development Advisor you have a sound understanding of climate change adaptation and mitigation aspects. Under the guidance of the Project Manager, you proactively explore and develop the areas of responsibility attributed to you and initiate, accompany and monitor all necessary processes needed to implement the activities (i.e. writing of Terms of Reference, evaluation of tenders, support to contractual procedures, quality control of deliverables) in cooperation with the administrative and finance unit of the team. You are expected to initiate, develop and maintain professional relationships with relevant actors and decision makers and cooperate with these. Frequent travel to meetings in the SADC-region for exchange and capacity building activities is expected.

REQUIREMENTS:

Qualification

  • Sc./MA or equivalent qualification in one of the following or related fields: Natural Resource Management, Environment, Forestry, Agriculture.

Professional experience

  • At least 8 years of professional experience in above areas.
  • Experience in training, capacity building, and network management.
  • Previous working experiences in international development cooperation or in GIZ environment is an advantage
  • High team qualities

Other knowledge, additional competences

  • Very good communication and writing skills in English needed.
  • Additional knowledge of French or Portuguese or German is an advantage.
