Job Requirements:

Master’s degree in Library and Information Services or equivalent professional qualification.

OR

Bachelor’s degree in Library and Information Services and related disciplines plus two years post qualification experience in library services.

Main Purpose of the Job:

To manage a centralised acquisition, processing and organisation of library materials for all Departments in line with the requirements of the Bank and the Library Acquisitions Policy and make them accessible to staff for the purpose of learning and research; develop and maintain a well-equipped and patronised library and reference system; design and establish an integrated Library/Knowledge Resources Management Centre policy for the Bank; develop and maintain a publications repository and retrieval management system for the Bank; and implement the Bank’s repository management programme and strategy.

Key Result Areas:

  1. An effective, well managed and maintained Knowledge Centre and resources therein (for both the physical and digital aspects).
  2. A Library Acquisitions Policy, associated Knowledge Centre policies, guidelines and strategy in place.
  3. Bank compliance with internationally recognised information management standards.
  4. Using current and appropriate information search techniques, technologies library materials for learning and research in line with the Bank’s Library Acquisitions Policy and staff information needs.
  5. Improved customer satisfaction and increased use of library resources

Duties and Responsibilities:

  1. Develops and ensures implementation of the Knowledge Centre policies for the Bank;
  2. Advises Management and staff on new publications. In this regard the Librarian will also provide a ‘new books’ desk for users to be aware of new book arrivals. The Librarian, therefore, has to keep watch of new publications through liaison with publishers;
  3. Acquires and manages selection aids, publishers’ catalogues and brochures needed for the selection process; Liaise regularly with Departments/Division across the Bank to ascertain information and research requirements, with a view to create support materials with special reference to the identified subjects for the different functional areas in the Bank;
  4. Prepares and maintains the Knowledge Centre catalogue and database to ensure accuracy and consistency;
  5. Designs, identifies, introduces, monitor, and review all systems, equipment, procedures and guidelines associated with the Knowledge Centre Management;
  6. Contributes to strategic research and economic policy development by the Bank through selection of appropriate reference material;
  7. Develops, updates and maintains a digital collection for the library;
  8. Ensures the Knowledge Center Management System (AMLIB) is updated regularly;
  9. Instructs and assists staff in the use of the Knowledge Centre and related resources (e.g., accessing information via Internet, CD-ROMs, Microform readers, etc.);
  10. Supervises and assists with the processing, shelving, maintenance and organisation of resource materials including the collections and presentation of information to support all staff with information requirements;
  11. Provides individualised instruction from the reference desk work room and ensures library customer satisfaction;
  12. Compiles bibliographies, reading guides and path finders;
  13. Preserves and grows special collections repository and associated archival materials catalogue;
  14. Liaises with other Knowledge Centres, Central Banks and Institutions to facilitate the exchange of publications;
  15. Manages and controls the activities of the Knowledge Centre staff, as well as oversight over the general appearance, for both the physical and digital aspects, to maintain an atmosphere conducive to information access and research;
  16. Oversees the international sale, distribution and mailing of Bank publications, as well as acquire Government documents and other literature that may have relevance to the Bank library users;
  17. Conducts annual stock take and produce a report thereof;
  18. Prepares periodic reports concerning the operations of the Knowledge Centre and produce other statistical information and reports for use by Management;
  19. Prepares and submits for approval annual estimates of expenditure of the Knowledge Centre, and monitors purchase, invoice payments and related budget matters;
  20. Monitors and evaluates performance and recommends further training, promotion and performance-based salary increments for Knowledge Centre staff;
  21. Maintains staff discipline in accordance with laid down policies and procedures; and
  22. Undertakes such other duties as directed by the Head of Communications and Information Services and Senior Management.
