About BOCRA
The Botswana Communications Regulatory Authority (BOCRA) was established through the Communications Regulatory Authority Act of 2012.
BOCRA regulates Botswana’s communications sector, including telecommunications, Internet and Information and Communications Technologies (ICTs),
radio communications, commercial broadcasting, postal services and related matters.
BOCRA invites self-starters, motivated and qualified serving citizens to apply for the following position:
Position Title: Legal Officer
Main Purpose of the Job
- Provide legal advisory services on administrative and regulatory matters to BOCRA and the Universal Access and Service Fund (UASF).
- Review and draft regulations, procedures, contracts and other legal documents in line with the Authority’s objectives and applicable legislation.
- Provide corporate governance support services to the Executive Management and UASF Board of Trustees.
Key Performance Areas
1. Provision of Legal Advice/Services to Management and Departments
- Undertake research and provide written and/or oral legal opinions to Management and departments.
- Inform decision-making by advising on legal risks.
- Create awareness initiatives on relevant laws for Board, Management and staff.
- Coordinate legal instructions internally and liaise with external counsel for litigation matters.
- Respond to disputes and complaints and provide necessary legal advice.
- Support compliance monitoring for regulated entities.
- Assist in representing the Authority in legal actions where necessary.
2. Drafting and Review of Contracts, Agreements and Regulatory Matters
- Draft or review contracts and Memorandums of Understanding (leases, licences, service agreements, financial contracts, guidelines and standards).
- Participate in contract negotiations.
- Review policy and legal documents related to regulatory matters.
- Work with Procurement Unit to maintain contract management database and MoU register.
- Ensure accurate filing and secure record-keeping of legal documents.
3. Corporate Governance Support
- Assist in arranging Executive Management Committee meetings and preparing agendas.
- Develop and disseminate meeting packs within set timelines.
- Record accurate minutes of meetings.
- Follow up on implementation of resolutions and action items.
- Maintain confidentiality, security and integrity of meeting documents.
- Monitor legal and governance developments and support ESG initiatives.

Position Requirements
Education: Bachelor of Laws (LLB) degree or equivalent and admitted to practice in the High Court of Botswana.
Experience: At least 2 years’ experience in Administrative Law, Corporate Law, Communications Law, Technology Law, Media Law or Civil Litigation.
Previous experience in a regulatory environment will be an added advantage. Candidate must be a member of the Law Society of Botswana in good standing.
