Main purpose of the position

To provide strategic direction in the development, implementation and maintenance of the Corporation’s procurement strategy and policies, materials management and tender adjudication procedures and processes to support business objectives.

Job Responsibilities

  • Provide strategic leadership within the procurement, inventory management, tender and adjudication function.
  • Establish, develop and direct the strategic objectives of the department in alignment with the strategic mandate of the Corporation.
  • Develop policies, procedures and standards regulating the key aspects for which the Procurement department is responsible for and ensure proper assurances are applied to monitor compliance.
  • Oversee development and implementation of best practice procurement strategy, policies, and processes to aid and improve the Corporation’s performance.
  • Enforce compliance with provisions of the new Public Procurement Act, Regulations and best practice.
  • Advice the Corporation on supply chain market trends and recommend strategies for cost reduction.
  • Oversee & direct all aspects of inventory management policies & standards to maximise efficiency.
  • Oversee pre-adjudication, adjudication and recommendation of tender awards, rejection, cancellation, or any other appropriate recommendations relating to tendering processes and procedures within the Corporation.
  • Manage complex bid processes including requests for proposals, evaluation of bids and award of contracts to ensure fair and open competition.
  • Engages with major stakeholders on matters of governance and national policy, including Public Procurement Regulatory Authority, Ministry of Finance, Ministry of Trade and Industry.
  • Develop and maintain on-going relationships with key suppliers and establish programs and processes of ensuring world class supplier performances.
  • Provide direction for overarching conformance to customer Service Level Agreements (SLAs).
  • Determine the budget framework for the procurement department within the relevant planning cycles.
  • Manage the departmental costs in line with the budget and ensuring adequate financial controls are in place in this regard.
  • Manage the department’s resource allocation to maximise the process effectiveness.
  • Oversee & manage the Procurement Team’s performance in line with the BPC Performance Management system.
  • Develop & manage succession plans for the department to ensure that competent and experienced employees have clear career paths
  • Create a high –performance team culture by initiating employee engagement & motivation schemes.
  • Develop Personal Development Plans (PDPs) for the team and ensure that they are implemented.
  • Approve short- and long-term targets in respect of SHE Key Performance Indicators (KPIs) identified in the department.

Qualifications

  • A minimum of Bachelor’s Degree in Supply Chain management or a related field
  • Full Member of Chartered Institute of Procurement and Supply (MCIPS)
  • Master’s degree in Supply Chain or any business related field will be an added advantage.

Experience

  • At least ten (10) years relevant experience in a large corporate environment.
  • Of the above, at least five (5) years should have been served at Senior Management level.
