The role is responsible for the development, implementation, maintenance and continuous improvement of the site’s emergency response systems, plans and procedures, the management and coordination of the Mine Emergency Response Team activities.

Reporting to the HSES Manager, the position will be responsible for the provision of an efficient emergency response service, 24 hours a day, for all site personnel. As such, the Emergency Response Superintendent is responsible for the development, implementation, maintenance and continuous improvement of the site’s emergency response systems, plans and procedures, the management and coordination of the Mine Emergency Response Team activities, the availability and deployment of required training, material and equipment.

Key Performance Areas:
• Organize and supervise the delivery of emergency services in compliance with the Emergency Management and Response Plan.
• Maintain the site’s Emergency Management and Response Plan.
• Oversee and provide day-to-day direction for the effective operation of the site Emergency Response team (ERT).
• Ensure that adequate and sufficient ERT capabilities are available on site. Review the schedule of volunteers to confirm adequate personnel is assigned at all times for service (24hrs/day). Organize, supervise, and coordinate theorical & practical training programs and qualification of personnel related to emergency response. Maintain the competence of response teams through specific training, drills, on the job coaching, evaluation, and assessment. Design and administer emergency and disaster preparedness training courses.
• Manage inventory of emergency stock of vehicles, equipment and material, ensuring adequate stock available on site, maintaining appropriate level of stock during response and completing a post-operation inventory/reconciliation.
• Develop the annual emergency simulation plan and lead its implementation. Issue simulation reports and implement corrective actions. Participate in the annual planning and deployment of critical scenarios for simulations.
• Maintain logs, statistics and financial documentation for use of service, as required.
• Facilitate operational briefings and debriefings during and after a response. Participate in site coordination meetings with management, as appropriate.
• Conduct benchmarking assessments with other local mines and evaluate potential for joint emergency response and mutual aid. Monitor industrial good practices and new emergency response technologies and equipment.
• Ensure medical records of ERT personnel are documented and filed according to site, legal and medical requirements.
• Communicate, report on progress and evaluate the provision of the services, as appropriate to the HSES Manager.
• Make recommendations to improve service after a verification/audit.
• Assist with incident investigation and debriefing as required.
• Develop good working relationships with local authorities involved in emergency services, such as firefighters.
• Participate in site HSES-related and other activities, as required.
• Drive and promote a ‘Don’t Walk Past’ Safety Culture across site.

Technical Competencies
• Potential for responding in difficult and unstable conditions (environmental, physical, social, etc.) and uncomfortable conditions (noise, odours, smoke, high temperature, dryness and humidity, vulnerable people). These stressful rapidly changing environments with limited information to make decisions have the potential to affect the physical and psychological state of the responders on site.
• Ability to be on-call when scheduled, as required.
• Ability to interpret and apply Company policies and procedures.
• Demonstrated experience in audit, risk assessments and incident investigations.
• Proficient with MS Word, Excel, PowerPoint and Outlook.

• Capacity to stand for several hours.
• Capacity to lift up to 20 kg of relief supplies during preparedness activities and during response.
• Ability to respond during non-traditional hours (i.e. late night or weekends) and long hours of work in a demanding context.

Qualification & Experience
• Degree in Emergency Response Management or Health and Safety Management and or other similar certification (e.g NEBOSH, IOSH).
• Valid Health Care Professions Council Certification.
• BQA registered trainer & assessor.
• Fire Fighting certification.
• 10-year Fire Fighting experience.
• Valid Botswana class C1, C, EC1, or EC driver’s license highly desirable.
• Capacity and commitment to develop additional expertise and competencies through specialized and continuous training and coaching.
• Experience as an Emergency Response Team member in the mining or other heavy industrial field.
• Experience in Emergency Response training in a professional capacity.
• Working knowledge of Health and Safety Management Systems is an advantage.
• Experience with high angle rescue, vehicle extraction, fire search and rescue, trench rescue, confined space rescue, wilderness search and rescue, structural collapse rescue, HAZMAT, aquatic rescue is an advantage.
