Vacancy

Salary Scale: El (P512 148-P532 860) per annum

Leave: 30 working days per annum

Benefits:

Optional contributory medical aid scheme with the Botswana Public Officers’ Medical Aid Scheme (BPOMAS) (Government pays 50% and employee pays 50%). Government will also contribute 50% of the medical aid cover for individuals who are already members of a different Medical Aid Scheme other than the BPOMAS. A contract of 24 to 36 months, with a gratuity of 30% payable upon expiry of contract.

Qualifications:

Degree in Supply Chain Management/Logistics/Project Management or in a related field. Must be a chartered member of one of the listed institutions or a recognized institution: CIPS, MCIPS, CILT, ISM. NCMA, ERB. ARC, QRSB.

Experience:

Minimum of sixteen (16) years’ relevant work experience, two (2) years of which should have been served at E2 level in Government or equivalent role in the parastatals or private sectors.

Main purpose of the Job:

To provide strategic direction and leadership and guidance on the execution of projects, procurement services, facilities management and contract management, as well as asset disposal at Ministry and Independent Department level in a timely and most cost effective manner.

Key Performance Areas:

  1. Provides professional leadership in negotiations with bidders/contractors to facilitate effective delivery of procurement services.
  2. Aligns/endorses contractor selection to procurement policy and strategy of Government of Botswana and reviews the list of contractors based on their performance.
  3. Develops the procurement and project management strategy in line with the relevant laws, policies and regulations and facilitates its implementation.
  4. Oversees the examination and development of estimates of material, equipment and service requirement.
  5. Manages all procurement and disposal by tender activities of the ministry.
  6. Coordinates the development and implementation of procurement and project management plans and programmes.
  7. Formulates procurement plans by coordinating planning activities with the technical and other user departments to timely forecast and consolidate procurement requirements for the entire Ministry.
  8. Oversees the development and maintenance of a database of approved suppliers, and evaluates supply capabilities and contractor performance.
  9. Monitors and evaluates the performance level of the procurement unit as well as benchmark with other Procurement Units or the private sector where necessary.
  10. Maintains system for timely dissemination of procurement and contract award information.
  11. Undertakes any other related duties as required to meet exigencies of the services.
