Government of Botswana is collaborating with Food and Agriculture Organization of the United Nations (FAO) on a Sustainable Forest Management Impact Program on Dryland Sustainable Landscapes (DSL-IP), with funding from the Global Environmental Facility (GEF). The DSL-IP seeks to assist countries across Africa and Asia in: a) fostering resilience of production systems in drylands; b) promoting restoration and rehabilitation; and c) improving livelihoods through a comprehensive landscape approach. As part of the DSL-IP, the Botswana Sustainable Miombo-Mopane Landscape Management Project addresses the same objectives and is executed by Ministry of Environment & Tourism and Ministry of Agriculture, through Operational Partner Agreements.

Applications are therefore, invited from suitably qualified Botswana Citizens for the below mentioned contract positions, which are tenable at the Ministry of Environment and Tourism. Successful candidates will become part of a Project Management Unit (PMU) based in Gaborone.

The project offers an attractive remuneration package, commensurate with qualifications and experience.

VACANCY: ADMINISTRATIVE AND FINANCIAL MANAGER

MAIN PURPOSE OF THE JOB:

Under the general supervision of the National Project Coordinator (NPC), and in close collaboration with the Project Executing Partners, the Financial and Administrative Manager will take the operational responsibility for timely delivery of the project outcomes and outputs.

REMUNERATION:

P22, 831.00 per month (inclusive of Medical Aid, PAYE and gratuity)

LEAVE DAYS:

30 Working days per annum (to be utilized during contract period)

CONTRACT DURATION: One year renewable

QUALIFICATIONS: Minimum of Degree in Business Administration, Project Management or related fields.

EXPERIENCE:

  • A minimum of 5 years of experience in project operation and management related to natural resources management.
  • Experience with the implementation of GEF-funded projects would be a strong advantage.

KEY PERFORMANCE AREAS AND RESPONSIBILITIES:

  • Ensure smooth and timely implementation of project activities in support of the results-based workplan, through operational and administrative procedures as detailed in the Operational Partner Agreements (OPAs);
  • Coordinate the project operational arrangements with key project partners;
  • Maintain inter-departmental linkages with FAO units for donor liaison, Finance, Human Resources, and other units as required;
  • Day-to-day manage the project budget, including the monitoring of cash availability, budget preparation and budget revisions to be reviewed by the NPC;
  • Ensure the accurate recording of all data relevant for operational, financial and results-based monitoring;
  • Ensure that relevant reports on expenditures, forecasts, progress against workplans, project closure, are prepared and submitted in accordance with FAO and GEF defined procedures and reporting formats, schedules and communications channels, as required;
  • Execute accurate and timely actions on all operational requirements for personnel-related matters, equipment and material procurement, and field disbursements;
  • Participate and represent the project in collaborative meetings with project partners and the Project Steering Committee, as required;
  • Undertake missions to monitor the outputs-based budget, and to resolve outstanding operational problems, as appropriate;
  • Initiate travel authorizations for staff and prepare travel expense claims;
  • Assist in the preparation of meetings, workshops and seminars, book meeting rooms and assure that all necessary arrangements are made;
  • Be responsible for results achieved within her/his area of work and ensure issues affecting project delivery and success are brought to the attention of higher-level authorities through the NPC in a timely manner.
