Background

The Gambling Authority (“the Authority”) is established under the Gambling Act, 2012 to regulate and control gambling activities in Botswana. As part of its strategic licensing roll-out, the Authority is considering the next phase of licensing for Bingo and Casino establishments. The Authority therefore invites Expressions of Interest (“EOI”) from suitably qualified investors interested in the development and operation of Bingo and Casino establishments within Botswana. The purpose of this Expression of Interest is to assess market interest and obtain preliminary information that will assist the Authority in planning future licensing processes.

Expression of Interest

This call for Expressions of Interest is intended to assess the level of investor interest and identify prospective investors with the capacity and experience to develop and operate Bingo and Casino establishments in Botswana. Interested parties are invited to express interest in the following proposed licence categories and locations:

• Bingo: Central District, Kweneng District, Kgatleng District, North-East District, South-East District, Southern District, Kgalagadi and Ghanzi Districts, North-West and Chobe Districts
• Casino: Central District, Maun, Kasane/Pandamatenga

Please note that the Districts have been subdivided in accordance with the approved Licensing and Location Plan.

Key Responsibilities

• Develop and operate Bingo and Casino establishments within Botswana.
• Assist the Authority in planning future licensing processes.
• Assess market interest in the proposed licence categories.
• Inform future licensing and regulatory planning.
• Assist in the development of licence specifications and application requirements.
• Inform the development of future Requests for Applications.

Requirements

• A brief company profile, including the ownership structure, shareholder information (where applicable), areas of specialisation and relevant experience.
• Details of the company’s experience in the gambling, hospitality, tourism, leisure or property development sectors.
• An overview of the proposed development concept, including the proposed licence category and preferred location(s).
• An outline of the proposed investment, including the indicative capital investment, funding approach (where available), and anticipated implementation timeframe.
• Information demonstrating the company’s financial and technical capability to undertake the proposed development.
• An indication of the anticipated economic benefits of the proposed development, including employment creation and local participation, where applicable.
• An indication of the extent of citizen participation in the proposed business, including citizen shareholding, board and management representation, and employment opportunities for Botswana citizens.
• Any other information considered relevant to the proposed development. Interested parties are encouraged to keep submissions concise.
