The Botswana Communications Regulatory Authority (BOCRA) was established through the Communications Regulatory Authority Act of 2012.
BOCRA regulates Botswana’s communications sector, including telecommunications, Internet and ICTs, radiocommunications, commercial broadcasting,
postal services and related matters.

Position: Senior Legal Officer

Main Purpose of the Job

  • Provide legal advisory on administrative and regulatory issues affecting the Authority, UASF and CRASA.
  • Review and draft regulations, procedures, contracts and legal documents in line with applicable legislation and policies.
  • Provide corporate governance support to the BOCRA Board, UASF Board of Trustees and CRASA.

Key Performance Areas

1. Provision of Legal Advice/Services to Management and Departments
  • Undertake research and provide legal advice (written and oral).
  • Manage and monitor organisational compliance with statutory/regulatory requirements.
  • Provide guidance on legal risk exposure and management.
  • Oversee and manage the Authority’s litigation portfolio.
  • Represent the Authority in legal actions where necessary.
  • Provide legal advisory services as regulatory liaison.
2. Drafting and Review of Contracts, MoUs, Rulings and Regulatory Instruments
  • Draft and review contracts and Memorandums of Understanding for the Authority, UASF and CRASA.
  • Participate in negotiations leading to contract agreements.
  • Review regional and international model laws and legal documents affecting communications and emerging technologies.
  • Provide legal guidance on dispute management processes and sector directives.
  • Monitor legal and technological regulatory developments affecting BOCRA and stakeholders.
  • Assist in formulation of Botswana’s regional and international obligations in the regulated sector.
3. Corporate Governance Support
  • Assist in arranging Board and Committee meetings including preparation of agendas.
  • Develop and disseminate meeting packs within set timelines.
  • Record accurate minutes and manage Board documentation securely.
  • Support follow-up on implementation of Board resolutions and action items.
  • Undertake research on governance and ESG initiatives.

Position Requirements

Education: Bachelor of Laws (LLB) degree or equivalent and admitted to practice in the High Court of Botswana.

Experience: At least 3 years’ experience in Administrative Law, Corporate Law, Communications Law, Technology Law, Media Law or Civil Litigation.
Experience in a regulatory environment is an added advantage. Candidate must be a member of the Law Society of Botswana in good standing.
