Job Description

Reporting to the CEO, this role leads the development and execution of BERA’s strategic agenda, risk management, and project management activities to ensure alignment with the Authority’s mandate and Botswana’s Energy policy.

Key Responsibilities

  • Leads the development and review of the Authority’s overall strategy in line with emerging trends, BERA’s mandate and Botswana’s Energy policy.
  • Leads the development and review of the business plans to ensure that they are consistent with the Authority’s strategic direction.
  • Develops and reviews policies and procedures for specific area of responsibility.
  • Coordinates and manages enterprise performance management system and processes to ensure regular performance management reviews to promote accountability for results.
  • Initiates, develops, and recommends the adoption of Divisional strategies and business plans which will contribute to the achievement of the Authority’s objectives and Mandate.
  • Coordinates and controls expenditure from approved Divisional budget and ensures compliance with financial procedures and regulations.
  • Facilitates executive leadership and stakeholders within the Authority in developing and implementing functional strategies, inclusive of long-term goals and objectives, key risk management and driving business and strategic projects/initiatives.
  • Develops/reviews framework and policy for the planning, monitoring, reporting, control and evaluation of the Authority’s performance.
  • Develops and ensures the implementation of Strategy & Risk Department processes and procedures to drive the efficient delivery of services and quality recommendations to facilitate decision making.
  • Initiates, develops and recommends the adoption of Strategy & Risk Department strategies and business plans which will contribute to the achievement of the Authority’s objectives and Mandate.
  • Coordinates the planning, design, development, monitoring and control of the strategic projects as well as ensuring effective management of both the technical aspects and people aspects of the project.
  • Provides an oversight of the risk management function and ensures the maintenance of an effective internal control environment as well as prevention and resolution of fraud.

Requirements

  • Degree in Engineering, Science, Commerce, Business Administration, Public Administration, Risk or related area.
  • Master’s degree in strategic management, Risk Management, Project Management or related fields would be an added advantage.
  • Minimum of 10 years’ experience in an energy related role, with at least 5 years at a management level involved in strategy and business development.
  • Strategy Management Certification such as Balanced Scorecard Certification; Six Sigma.
  • Risk Management Certification.
  • Project Management Certification such as Prince 2.
  • Change Management certification would be an added advantage.
